Livre blanc sur la restauration écologique au Québec : État des lieux, défis et recommandations pour accélérer la mise en œuvre

The Kunming-Montreal Global Biodiversity Framework (2022), to which Canada is a signatory, aims to protect 30% of natural habitats and restore 30% of degraded ecosystems by 2030. Despite a wide range of scientific knowledge and technical approaches for restoring wetlands, rivers, and forests, Quebec is still lagging in achieving these targets. In this context, links between public policies, governance mechanisms, and concrete restoration opportunities remain insufficiently structured to support large-scale implementation. We propose establishing a K2A group bringing together stakeholders involved in ecological restoration in Quebec, with the aim of producing a white paper focused on improving governance and implementation, emphasizing biodiversity and ecosystem functions. The project will follow a three-step iterative approach: (1) an integrated literature review across natural and social sciences on restoration trajectories, ecosystem functions, and implementation barriers; (2) a structured synthesis of key findings; and (3) co-development of recommendations with K2A members and the broader community of practice through a survey, a large workshop, and ecosystem-specific thematic workshops. By mobilizing complementary expertise from academia and field practitioners, the project aims to strengthen dialogue between research, practice, and decision-making and produce a structuring tool to accelerate ecological restoration in Quebec.
