Global Environmental Governance: Architecture and Synergies
Despite the deep interconnections between environmental issues, the architecture of global environmental governance is fragmented (Biermann et al. 2009; Choucri, Sundgren, and Haas 1994; Zelli and van Asselt 2013). As a result, overlaps, inconsistencies, and competition often prevail over coordination and cooperation (Hale, Held, and Young 2013; Ivanova 2021; Rosendal 2001; Young 2021). With the aim of identifying solutions, this research examines the architecture of global environmental governance and the opportunities for adapting it to synergies between environmental issues. The guiding question of the research is: how can environmental issues be governed in synergy? Seeking to resolve inconsistencies and fragmentation, the research explores the benefits of an integrated and holistic approach to global environmental governance. It also aims to demonstrate that synergies can be exploited within a global, multi-level framework, within reasonable timeframes, and lead to concerted action that benefits societies and the planet.
