Objective 1: Understand the emerging context of Law 132 by tracing the history of wetland management in Quebec; Objective 2: Understand the impact of the that Law on governance and stakeholders in Quebec and the operational nature of this reconfiguration; Objective 3: Understand how that Law is being implemented in the territories to identify levers and barriers to wetland conservation; Objective 4: Understand potential tensions with local actors
